PG Uploading Problems

Hello All,
I am having problems with Uploading things on to Powder Game!
So far I have found out its because there's only certain times you can upload... but that wouldn't make sense. Then I thought it would, to minimize the amount of uploads so its not to crodwded.
Please be as detailed as you can!

I'm not sure how to make my answer detailed...But it is correct and does make sense that there are separate uploading times. Oh, and make an account here please  |

i dunno about the upload times but sometimes when i try to upload it freezes and it wastes my upload spot for the day! =[
